Approach roads badly damaged

Case Description:
We are a group of residents living in a swank new condominium complex. We have invested heavily into the condos but see that the approach roads leading to the condo are really bad. The developers claim it is not their responsibility to provide approach roads. We are the people facing the problems and would like to know what we can do to improve the situation. Can a lawyer be of help to us in this case
