Did not see patch of oil on sidewalk

Case Description:
Walking towards my office I did not notice a patch of oil on the sidewalk. Someone had probably dropped it. A cleaning job had been attempted but was not good enough. I fell down stepping on it and have hurt both my elbows and back. I need treatment. I do not see anyone I can blame for the accident. Would like assistance making a claim with my insurers
